この度、長年の現場経験と議論を凝縮した包括的プロジェクト**「共生から統合へ：日本社会の持続可能性を担保する次世代多文化共生社会統合モデル（JAPAN INTEGRATION INITIATIVE）」**が完成いたしました。
現在の日本の多文化共生は、善意や理念に頼るばかりで実効性のある「仕組み」が不足しています。本提言は、外国籍住民を単なる「労働力」や「お客様」としてではなく、日本社会を共に支える「構成員（メンバー）」として再定義するものです。
【提言の核となるポイント】
法的定義の確立： 曖昧な「共生」から、権利と義務を分かち合う「社会統合」へ。
参加型インセンティブ制度： 日本人の税金に頼らず、日本語習得や社会理解の努力に応じて負担金が免除される自走型モデル。
地方分散型基金： 市区町村が財源を持ち、現場の専門実務家を活用する仕組み。

By introducing a self-sustaining funding model and incentives for learning the Japanese language and social rules, we aim to ensure the sustainability of Japanese society for all its members.

Natapos na ang "Japan Integration Initiative," isang malawakang plano upang gawing mas matatag at epektibo ang pakikipamuhay sa bansang Japan. Ipinapanukala namin ang isang sistema kung saan ang mga dayuhang residente ay hindi lamang basta "bisita," kundi mga "miyembro ng lipunan" na may pananagutan at pagkakataong umunlad sa pamamagitan ng pagsisikap sa pag-aaral.
